Why Kazakhstan in 2026
Kazakhstan is building at a pace that keeps duct shops busy. The government reports a record 20.1 million m² of housing commissioned in 2025, against a plan of 19.2 million m², and has set 18.5 million m² for 2026, with the largest volumes expected in Astana, Almaty and Shymkent. Over seven years, 111 million m² of housing is planned. Apartment blocks need ventilation ductwork, so housing volume feeds straight into duct shop order books.
The three cities of republican significance carry most of that load: Almaty, the commercial centre; Astana, the capital; and Shymkent, the third-largest city at roughly 1.27 million people in 2025 estimates.
Beyond housing, the project pipeline is broad:
- Aviation: Almaty's new international terminal opened in June 2024 (USD 450 million, capacity lifted to 14 million passengers a year). The aviation authority's 2026 plan includes reconstruction of the Almaty domestic terminal, a new terminal at Atyrau and second runways at Astana and Shymkent.
- Healthcare: the healthcare infrastructure concept for 2024-2030 provides for 34 anchor projects with 11,440 beds, plus new perinatal centres, the first in Astana. Hospitals are some of the most duct-heavy buildings there are.
- Data centres: the Data Center Valley project in Ekibastuz is targeting its first 50 MW Tier III facility by June 2027, with phased growth toward 1 GW.
One more date to note: a new Construction Code takes effect on 1 July 2026, adding digital tools, life-cycle accounting and seismic safety provisions. Expect design documentation and inspections to tighten, not loosen.
Standards and codes for ventilation ductwork
Kazakh projects are designed and checked against national norms written in Russian: SN RK building norms and SP RK codes of practice, used alongside interstate GOST standards shared across the CIS. The three you will meet most on ventilation work:
- SN RK 4.02-01-2011 "Heating, ventilation and air conditioning": the building norm for HVAC systems.
- SP RK 4.02-101-2012: the code of practice for heating, ventilation and air conditioning, which sets indoor air parameters and outdoor air supply rates.
- SP RK 4.01-102-2013 "Internal sanitary-technical systems": section 5.4 covers how metal air ducts are made, and it refers back to SN RK 4.02-01 and SP RK 4.02-101.
Fire dampers where ducts pass through fire barriers are covered by the fire-safety code of practice SP RK 2.02-101. Many duct makers across the CIS also still publish duct sizes to GOST 24751-81, so expect customers and designers to quote those sizes. On projects designed abroad, read the specification: it may call up SMACNA or EN standards instead of, or alongside, the SP RK documents.
Section 5.4 of SP RK 4.01-102-2013 is the part a duct shop should know well, because it describes the seams and joints your machines have to produce:
- Sheet-steel ducts up to 2000 mm diameter or larger side are made spiral-lock seamed, with folded seams, spiral welded or straight-seam welded. Above 2000 mm, panel construction is used.
- On ducts with a diameter or larger side of 500 mm and up, longitudinal seams are secured at both ends of each section by spot welding, rivets or clinching. Cross-shaped seam junctions are not allowed.
- Rectangular duct with a side over 400 mm needs stiffening beads at 300-500 mm pitch around the perimeter, or diagonal cross-breaks. With a side over 1000 mm and a length over 1000 mm, external stiffening frames are added at a pitch of no more than 1250 mm.
- Round duct sections join flangeless (nipple or coupling), with a band, or on flanges. Rectangular sections join on rail profiles (the large or small "shina") or on flanges.
- Rails and flanges are fixed with 4-5 mm rivets, self-tapping screws, spot welds or clinching at 200-250 mm spacing, at least four per side, and the inside corners of the rail are sealed.
- Fans connect to ductwork through flexible vibration-isolating connectors (clause 6.5.15).
In machine terms: spiral-lock round duct comes off a spiral tubeformer, seamed rectangular duct off a lockformer or auto duct line with a beading station, rail joints off a TDF or transverse rail forming machine, and the clinched or spot-welded seam ends from a clinching tool or spot welder. For a side-by-side view of SP RK practice against SMACNA, EN and DW144, see our international duct standards comparison.
Importing machines: EAEU duty, VAT and EAC
Kazakhstan is a member of the Eurasian Economic Union with Armenia, Belarus, Kyrgyzstan and Russia. Machines arriving from outside the union are cleared under the EAEU Common Customs Tariff, so the duty rate is set at union level, not by Kazakhstan alone.
- Customs duty: most duct machines fall under HS heading 8462 (forming, bending and folding machines), with some cutting machines elsewhere. Rates across the 8462 subheadings run from 0% to about 10% and depend on the 10-digit code, so have your customs broker classify each machine before you budget.
- Import VAT: Kazakhstan's new Tax Code raised standard VAT from 12% to 16% on 1 January 2026. On imports from outside the EAEU it is charged on the customs value plus duty and paid at clearance, together with the customs fee.
- Investment preferences: a Kazakh company carrying out a project under an investment contract in a priority sector can import technological equipment free of customs duty, for up to five years from registration of the contract, and some projects also qualify for import VAT relief. Ask KAZAKH INVEST or your broker whether your project qualifies.
EAC conformity. Machinery placed on the EAEU market falls under technical regulation TR CU 010/2011 "On safety of machines and equipment" (Customs Union Commission Decision No. 823 of 18 October 2011). Machines with electrical drives are normally declared together with TR CU 004/2011 (low-voltage equipment) and TR CU 020/2011 (electromagnetic compatibility). The declaration is registered by an applicant based in the EAEU, usually your importer or a local representative, and needs a safety justification document plus the technical file. Once declared, the machine carries the EAC mark and can circulate across all five member states.
Taokron machines are CE marked with a Declaration of Conformity. EAC is a separate EAEU procedure, so plan it into your timeline and ask us for the drawings, electrical diagrams and manuals the conformity body requests. Check classification, duty and paperwork with your broker.
Power supply: 380 V three-phase, 50 Hz
Kazakhstan runs at 50 Hz, with 220 V single-phase for sockets and lighting and 380 V three-phase for industrial equipment, the same system used across the former Soviet region. Taokron machines for Kazakhstan are wired for 380 V 50 Hz three-phase. Motor speeds and cycle times are set for 50 Hz, so a machine built for a 60 Hz market will not run at its rated speed. Check the transformer capacity at your site before you add an auto duct line and a spiral tubeformer to the same supply.
Winter climate and insulated duct
Astana's January average is around minus 15 °C, with typical lows near minus 19 °C, and winter temperatures often stay below minus 10 °C from November to March. Almaty and Shymkent are milder but still cold in winter. That has three practical effects for duct shops:
- More insulated duct: outdoor air intakes, ducts through unheated attics, plant rooms and car parks, and anything carrying cold air through warm space need insulation to stop heat loss and condensation. Shops that can supply insulated or double-wall duct win more of the package. See our duct insulation guide and double-wall duct fabrication.
- A heated workshop: hydraulic oil and lubricants thicken in the cold, and galvanised coil brought in from a frozen yard sweats when it warms up. Keep machines and coil stock in a heated hall.
- Seasonal planning: roof and outdoor installation is harder in deep winter, so spare forming capacity helps when site work picks up again in spring.
Almaty also sits in a high seismic zone, with parts of the city mapped at 9 and 10 points intensity, which puts extra attention on duct supports and bracing. See our hangers and supports guide.
Typical shop set-ups and which machines fit
Starter shop (residential blocks, small commercial): a lockformer (SBLC series) for Pittsburgh seams, a transverse duct connector flange forming machine for rail joints, a grooving and beading machine for the stiffening beads SP RK 4.01-102 calls for, a shearing machine, a hydraulic folding machine and a spot welder for seam ends and fittings.
Growing contractor (housing developers, schools, offices): an Auto Duct Line SBAL-III takes coil to finished, beaded and notched rectangular duct, paired with a Spiral Tubeformer SBTF-1500 for spiral-lock round duct and a plasma cutter for fittings.
Project-scale shop (hospitals, terminals, data centres): an Auto Duct Line SBAL-V for high rectangular volume, a Spiral Tubeformer SBTF-1602 for larger round sizes, a TDF flange forming machine, and a flexible duct connector machine if you supply the fan connections too.
Our shop set-up guide covers layout and sequencing.
Labour and space
Manual rectangular duct means several handling steps per section: shear, notch, bead, fold, seam, fit rails. An auto duct line combines most of them, so the same output needs fewer skilled hands. Wages vary widely by city and employer, so check current rates locally.
For space, an auto duct line plus coil storage needs a long, clear bay, and a spiral tubeformer needs run-out length for full duct sections. Send us your hall drawing and we will propose a layout. Installation and commissioning are quoted per engineer-day, with operator training as part of commissioning.

FAQ
Which norms apply to ventilation ductwork in Kazakhstan?
Design follows SN RK 4.02-01-2011 (heating, ventilation and air conditioning) and the code of practice SP RK 4.02-101-2012. How metal ducts are made is set out in section 5.4 of SP RK 4.01-102-2013 (internal sanitary-technical systems), and fire dampers fall under SP RK 2.02-101. Projects designed abroad may call up SMACNA or EN standards instead, so read the specification.
What does SP RK 4.01-102-2013 require for rectangular duct?
Sides over 400 mm need stiffening beads at 300-500 mm pitch or diagonal cross-breaks; sides over 1000 mm on sections over 1000 mm long also need external frames at no more than 1250 mm. Sections join on rail profiles or flanges fixed at 200-250 mm spacing.
Do imported duct machines need EAC conformity in Kazakhstan?
Yes. Machinery placed on the EAEU market falls under TR CU 010/2011 on the safety of machines and equipment, and machines with electrical drives are normally declared together with TR CU 004/2011 (low voltage) and TR CU 020/2011 (EMC). An applicant registered in the EAEU, usually the importer, registers the declaration, and Taokron supplies the technical documents.
What import duty and VAT apply to duct machines?
Duty comes from the EAEU Common Customs Tariff. Rates across HS 8462 subheadings run from 0% to about 10% depending on the 10-digit code, so have your broker classify each machine. Import VAT is 16% from 1 January 2026, charged on customs value plus duty. Companies with an investment contract in a priority sector may import technological equipment duty free for up to five years.
What voltage should machines be built for in Kazakhstan?
380 V three-phase at 50 Hz for industrial equipment, with 220 V single-phase for sockets and lighting. Taokron machines for Kazakhstan are wired for 380 V 50 Hz. Check your transformer capacity before adding an auto duct line and a spiral tubeformer to the same supply.
Which Taokron machines suit a Kazakh duct shop?
A starter shop runs a lockformer, rail forming machine, beading machine, shear, folder and spot welder. A growing contractor adds an SBAL-III auto duct line and SBTF-1500 spiral tubeformer. Shops supplying hospitals, terminals and data centres move up to the SBAL-V and SBTF-1602 with a TDF flange machine.
