HVAC Duct Fabrication in Kuwait 2026: Market, Standards and Machines

Kuwait has some of the heaviest cooling loads on earth, and almost every building it puts up needs ducted air conditioning. This guide is for Kuwaiti duct shop owners and HVAC contractors deciding whether to add capacity or automate. It covers where the demand is coming from in 2026, what the heat means for duct construction, the codes consultants specify, the 5% GCC tariff and KUCAS questions to settle before you import, the 240/415 V 50 Hz supply, and the shop set-ups that fit.

Why Kuwait in 2026

Kuwait Vision 2035, also called New Kuwait, anchors construction demand, and spending picked up sharply this year: Kamco Invest reported that projects awarded in Kuwait in the first quarter of 2026 reached USD 8.1 billion, against USD 1.5 billion a year earlier and the highest quarterly value since early 2021. Construction contracts made up USD 2.6 billion of that. The outlook is not smooth: regional hostilities in 2026 have raised freight and insurance costs and lengthened lead times, though Gulf Construction reported in April that state-backed spending was expected to keep core infrastructure on track.

Housing cities

Government housing is the steadiest source of duct work. Al-Mutlaa City, often called South Al-Mutlaa, covers about 104 km² north-west of Kuwait City and is planned for up to 400,000 residents. In June 2026 the Public Authority for Housing Welfare (PAHW) opened bids for two infrastructure packages there, and on 30 August it issued two tenders for public buildings in the N1, N3, N4, N5 and N6 districts, with bids due on 30 September, according to MEED. Earlier plans listed about 28,000 houses in 12 suburbs and 116 schools. South Sabah Al-Ahmad City, planned for 280,000 residents, had its main roads more than 87% complete by early 2026. The schools, health centres, mosques and commercial blocks in each district all need ducted air conditioning, most of it rectangular sheet metal duct.

Hospitals

The new Al-Sabah Hospital in the Sabah Medical Zone is under construction with 512 inpatient beds, 105 intensive care beds and 72 outpatient clinics, and was listed among the government's priority projects for the 2025-26 fiscal year. Further out, the Public Institution for Social Security plans Kuwait Medical City at Amghara, starting at 400 beds with room to grow to 800; its published schedule had design finishing in September 2026, construction starting in September 2027 and completion at the end of 2030. Operating theatres, isolation rooms and laboratories need tightly sealed, often stainless ductwork; see our cleanroom duct guide and galvanised vs stainless comparison.

Airport, power, water and ports

  • Kuwait International Airport Terminal 2: designed for 25 million passengers a year with a LEED Gold target. In May 2026 three government entities signed contracts with the main contractor, Limak, to complete the final phases. Opening had been scheduled for the last quarter of 2026, but drone strikes on the airport in February 2026 caused damage, with material damage reported at the T2 site, so treat the date as uncertain.
  • Utilities and ports: the Az-Zour North 2 and 3 power and water PPP (USD 4.1 billion), the North Kabd sewage treatment upgrade (USD 3.2 billion, awarded in early 2026) and Mubarak Al-Kabeer Port all bring plant rooms, control buildings and offices that need ventilation and cooling.

Extreme heat and what it means for ductwork

Mitribah in northern Kuwait recorded 53.9°C in July 2016, one of the highest temperatures ever reliably measured on earth, according to the World Meteorological Organization. The Ministry of Electricity and Water's code of practice R-6 (2010 edition) sets the ambient design dry bulb temperature for air conditioning at 48°C for both coastal and interior areas. Electricity demand peaks with the heat: peak load reached a reported 16.59 GW in August 2023, and in June 2024 the ministry announced scheduled power cuts of up to two hours a day.

For a duct shop this has three practical effects:

  • Large airflows and large ducts. High cooling loads mean big ducts, wide panels, heavier gauges and TDF flanges on the larger sizes. Our gauge chart and TDF vs angle flange guide cover the details.
  • Leakage is expensive. Air lost from a duct in a hot ceiling void is cooling paid for twice. Machine-formed Pittsburgh seams and consistent TDF corners make sealing to the specified class easier; see air leakage classes and SMACNA seal classes.
  • Insulation and exposed duct. Roof and plant-area ducts face direct sun, so insulation, cladding or double-wall construction is common. See our duct insulation guide and double-wall duct guide.

Standards and codes for ductwork in Kuwait

Kuwait has no national duct construction standard of its own. A Kuwaiti duct shop builds to what the consultant's specification names, inside the Ministry of Electricity and Water's energy rules.

  • MEW R-6, Energy Conservation Code of Practice: the World Bank lists the current mandatory code as MEW/R-6/2018. It sets minimum energy measures for buildings and air conditioning systems. We could not confirm its duct insulation and sealing values from public copies, so take them from the project specification.
  • SMACNA HVAC Duct Construction Standards: the usual reference in American-style specifications for gauges, seams, transverse joints, reinforcement and hangers, with the SMACNA HVAC Air Duct Leakage Test Manual for testing. See our SMACNA gauge chart and hangers and supports guide.
  • ASHRAE: ASHRAE has a Kuwait chapter and agreements with the Kuwait Foundation for the Advancement of Sciences (2017, renewed 2020). Designers use ASHRAE methods for loads, ventilation and duct sizing.
  • DW/144: some consultants trained in British practice name the BESA DW/144 specification instead of SMACNA. The machines are the same; seam, joint and gauge tables differ. See our DW/144 guide.
  • Fire and kitchen extract: smoke extract and kitchen exhaust ductwork follow the project's fire strategy, often in heavier gauge or welded steel. See our grease and fire-rated duct guide.

Importing duct machinery into Kuwait

  • Customs duty: as a member of the GCC customs union, Kuwait applies the common external tariff of 5% on the CIF value of most imported goods. Duct forming and folding machines are usually classified under HS heading 8462, but ask your customs broker to confirm the exact tariff line before you budget.
  • Industrial licence exemption: factories holding an industrial licence from the Public Authority for Industry (PAI) can apply for a certificate of exemption from customs duty on production machinery. The machines must suit the licensed production line and be new, or used under conditions PAI approves. Check eligibility with PAI before you order.
  • No VAT: Kuwait signed the GCC VAT framework but has not introduced VAT, and published reports say the 2026-2030 fiscal plan does not include it.
  • KUCAS: the Kuwait Conformity Assurance Scheme, run by PAI since 2006, covers listed groups of regulated products, such as household and commercial electrical appliances, chemical products, and building and construction products. Regulated consignments need Technical Evaluation and Inspection Reports from an approved body. Industrial duct machines are not clearly named in the published groups, so ask your broker or an inspection body such as Bureau Veritas, Intertek or SGS before shipment. Where KUCAS applies, second-hand goods are not accepted.
  • G-Mark: the Gulf conformity mark applies to listed low voltage electrical equipment, mainly household appliances, and is not normally required for industrial machines. Confirm with your broker. Taokron machines are CE marked with a Declaration of Conformity and ship with English manuals, electrical diagrams and component lists.

Shuwaikh is Kuwait's main commercial port and Shuaiba, in the south, gives priority to equipment and machinery for the Shuaiba industrial area. Tell us your nearest port and workshop location when you ask for a quotation, and allow extra time for shipping in 2026. Our importing guide covers the general paperwork.

Power supply: 240/415 V, 50 Hz

Kuwait's supply is 240 V single phase and 415 V three phase at 50 Hz, and KUCAS expects mains-connected products to be rated for those voltages. Tell us the three phase voltage measured at your workshop and we wire the motors, drives and control transformer to suit. Tell us your peak summer workshop temperature too, and we check cabinet cooling, hydraulic oil cooling and motor ratings. See also duct machine voltage and frequency by country and duct machine power requirements.

Typical Kuwaiti shop set-ups and the machines that fit

Contractor shop, rectangular duct for villas, schools and fit-outs

Rectangular duct is the bulk of the work for most contractor shops, and many HVAC contractors make their own. The core of a practical set is a Rectangular Duct Line II SBAL-II or Auto Duct Line SBAL-III, which takes coil through levelling, beading, notching and cutting. Add a Pittsburgh lockformer (SBLC series) for longitudinal seams, a TDF flange forming machine for transverse joints, a duct zipper to close seams quickly, a pneumatic folder for bends and a pneumatic corner inserting machine for TDF corners. That covers straight duct and simple fittings with a small crew.

Volume shop for public buildings, hospitals and airport packages

Shops supplying public buildings, hospitals or airport packages need output and repeatable quality. The Auto Duct Line SBAL-V is a U-shape automatic line built for high-volume rectangular duct with TDF, angle flange or drive cleat ends, a Plasma Cutter SBPC1550 cuts fittings from nested drawings, a hydraulic folder handles heavier gauges and long bends, and an auto corner making machine keeps up with the line. Our SBAL-V vs SBAL-III comparison helps you choose.

Round and spiral duct

Spiral duct suits exposed ceilings, car parks, warehouses and industrial extract. The Spiral Tubeformer SBTF-1500 or SBTF-1602 forms round duct, and the Spiral Duct Flanging Machine SBFB-1600 turns flanges on round duct ends. For a real example, see Kavanagh Industries in Sydney, which added an SBTF-1602 in October 2026.

Hospital and industrial work

For stainless extract and heavier duct, the stainless duct forming machine and the Automatic Stitchwelder SB-ZF1500 cover the seams that a lock cannot.

Labour and space

Kuwait's private sector runs on expatriate labour: Public Authority for Civil Information data reported by Kuwait Times in July 2026 put non-Kuwaitis at 96.4% of the private sector workforce. Recruiting, visas and housing for each skilled sheet metal worker add cost and lead time, so automation saves more than wages: an auto duct line lets a small crew supply several sites.

On space, the auto duct line is the longest item, with coil racks at one end and a run-out table at the other. Ask us for a layout drawing based on your building before you sign a lease, and leave room for coil deliveries, finished duct storage and truck loading. Plan for summer too: shaded loading, ventilation and cooled control cabinets help operators and machines. Our factory layout guide has worked examples.

FAQ

Which ductwork standards are used in Kuwait?

Kuwait has no national duct construction standard that replaces the international documents. Sheet metal ductwork is built to whatever the consultant's mechanical specification names, which is often the SMACNA HVAC Duct Construction Standards for gauges, seams, joints, reinforcement and hangers, with ASHRAE references used for design. Some consultants trained in British practice name DW/144 instead. Around that sits the Ministry of Electricity and Water's Energy Conservation Code of Practice, R-6, which sets minimum energy measures for buildings and for air conditioning systems. Always build to the documents named in the project specification.

What voltage and frequency do duct machines need in Kuwait?

Kuwait's supply is 240 V single phase and 415 V three phase at 50 Hz. Kuwait's conformity rules expect mains-connected electrical products to have a rated voltage range that includes 240 V single phase and 415 V three phase, and 50 Hz where a frequency is marked. Tell us the three phase voltage measured at your workshop and we wire the motors, drives and control transformer to suit.

What import duty and taxes apply to duct machinery in Kuwait?

Kuwait applies the GCC common external tariff of 5% on the CIF value of most imported goods. Duct forming and folding machines usually fall under HS heading 8462, but ask your customs broker to confirm the exact tariff line. Kuwait has not introduced VAT. Factories holding an industrial licence from the Public Authority for Industry can apply for a certificate of exemption from customs duty on production machinery, subject to its conditions.

Do duct machines need KUCAS or G-Mark certification?

KUCAS, the Kuwait Conformity Assurance Scheme run by the Public Authority for Industry since 2006, covers listed groups of regulated products such as household and commercial electrical appliances, chemical products, and building and construction products. The Gulf G-Mark applies to listed low voltage electrical equipment, mainly household appliances. Industrial duct machines are not clearly named in either list, so ask your broker or an approved inspection body before the machine ships. Taokron machines are CE marked with a Declaration of Conformity and come with English manuals, electrical diagrams and component lists.

Where is ductwork demand in Kuwait coming from in 2026?

The main sources are the government housing cities, such as Al-Mutlaa City, planned for up to 400,000 people, and South Sabah Al-Ahmad City; hospitals such as the new Al-Sabah Hospital and the planned Kuwait Medical City; the new Terminal 2 at Kuwait International Airport; and power, water and port projects under Vision 2035. Kamco Invest reported that contract awards in the first quarter of 2026 reached the highest quarterly value since early 2021.

Which machines should a new Kuwaiti duct shop start with?

A contractor shop making rectangular duct for villas, schools and fit-outs usually starts with a rectangular duct line or auto duct line, a Pittsburgh lockformer, a TDF flange former, a duct zipper and a folder. Add a plasma table for fittings, and a spiral tubeformer when round duct becomes regular work. Send your duct sizes, gauges and monthly output and a Taokron engineer will propose a machine set within 12 hours.
