Why Pakistan in 2026
Pakistani HVAC contractors work across towers, hospitals, pharmaceutical and textile factories, and a first wave of data centres. Funding is uneven and projects slip, so a shop that serves several sectors is safer than one that depends on a single tender.
Commercial towers in Karachi, Lahore and Islamabad
- Karachi: in May 2026 DHA City Karachi and ABS Developers signed an agreement to build Burj Quaid, an 82-storey tower of about 941 ft planned within DHA City Karachi, with a target of six years to complete. Towers of that height need long risers and smoke control duct, almost all of it rectangular.
- Lahore: the Central Business District Punjab authority signed a design contract for CBD One Tower in February 2026, a mixed-use building with a hotel, mall, apartments and offices. The authority is studying the same model for Rawalpindi, Faisalabad and Multan.
- Islamabad and data centres: Sky47's Karakorum-01 data centre in Islamabad, with 8.5 MW of power capacity, was inaugurated in July 2026, and the same operator is building a 5 MW facility at Port Qasim in Karachi. Electrical rooms, offices and smoke extract around the data halls all need sheet metal; see our data centre duct guide.
Hospitals
The largest current hospital project is the Nawaz Sharif Institute of Cancer Treatment and Research in Valencia Town, Lahore: a public cancer hospital planned for 915 beds at an estimated cost of about Rs75 billion, built in two phases. The Punjab government set 31 July 2026 for inaugurating the first packages, and the second phase adds a 300-bed building and a parking plaza. Theatres, isolation rooms and laboratories need tightly sealed, sometimes stainless duct; see our cleanroom duct guide and fire and smoke damper guide.
Pharmaceutical and textile factories
Pakistan's pharmaceutical industry is putting more than USD 500 million into upgrading factories to international Good Manufacturing Practice standards, according to Profit by Pakistan Today; Martin Dow alone is investing USD 30 million and plans to finish upgrades at its Karachi facility by 2027. GMP clean areas need ductwork built to a tight leakage class; see our air leakage classes guide.
Textiles remain the country's biggest export: provisional Pakistan Bureau of Statistics data put textile exports at USD 17.93 billion in FY2025-26. Spinning and weaving halls in Faisalabad, Lahore and Karachi run humidification and ventilation plants with long, large-section supply and return ducts, and mill upgrades are steady work for local duct shops.
Special economic zones
Pakistan's special economic zones include Rashakai SEZ near Mardan on the M-1 motorway, Allama Iqbal Industrial City in Faisalabad, Dhabeji SEZ in Thatta district, Sindh, and Quaid-e-Azam Business Park in Sheikhupura. Progress varies by zone, but each new factory needs process extract, ventilation and office air conditioning.
Standards and codes for ductwork in Pakistan
We could not find a Pakistani duct construction standard that replaces the American documents. In practice a Pakistani duct shop builds to what the mechanical consultant's specification names, inside a framework of national building and energy codes.
- SMACNA HVAC Duct Construction Standards: the usual reference in mechanical specifications for gauges, seams, transverse joints, reinforcement and hangers on commercial, healthcare and multinational factory projects. Projects designed by British consultants may name DW/144 instead. See our gauge chart and hangers and supports guide.
- ASHRAE: used for design, such as ASHRAE 62.1 for ventilation and 90.1 for energy. These drive airflows and duct sizes rather than construction details.
- Building Code of Pakistan: issued by the Pakistan Engineering Council (PEC). Its 2021 edition is based on the 2021 International Building Code.
- Energy provisions and ECBC-2023: the Building Code of Pakistan (Energy Provisions 2011) has been revised by the Energy Conservation Building Code 2023 from NEECA, the National Energy Efficiency and Conservation Authority. It leans heavily on ASHRAE. The federal government has moved to make it mandatory for new buildings, but enforcement runs through provincial and local authorities and is uneven. For a duct shop it means more insulated duct and closer attention to leakage.
- Green Building Code of Pakistan 2023: released by PEC in May 2023 and based on the 2021 International Green Construction Code.
- Pakistan Engineering Council: set up under the PEC Act of 1976, it regulates the engineering profession and registers engineers and engineering consultants. Public tenders may also ask contractors for PEC registration, so check each tender.
Importing duct machinery into Pakistan
Pakistan is midway through a five-year tariff reform, so check these numbers when you order.
- Customs duty: the National Tariff Policy 2025-30 moves customs duty from five slabs (0%, 3%, 11%, 16% and 20%) to four (0%, 5%, 10% and 15%) over five years. The 2026-27 budget cut customs duty on 92 tariff lines of industrial inputs. Duct forming and folding machines usually fall under HS heading 8462, but the rate depends on the full PCT code, and the Fifth Schedule of the Customs Act gives concessionary rates for some capital goods used in manufacturing. Ask your clearing agent to classify the machine and confirm the rate. We do not quote a figure here.
- Additional customs duty (ACD) and regulatory duty (RD): the 2026-27 budget reduced ACD from 6% to 4% on 449 tariff lines and from 4% to 2% on 2,107 lines, and removed it on 569 lines. RD above 20% was capped at 20%, and RD between 2.5% and 20% was cut by a fifth on 1,347 lines.
- Sales tax: imports pay sales tax at the standard rate of 18%. If your company is registered for sales tax, ask your adviser how much you can adjust as input tax.
- Income tax at import (section 148): the FBR withholding rate card for tax year 2027 lists rates of 1% to 6% for importers on the Active Taxpayers List, depending on the part of the Twelfth Schedule and whether you are a commercial importer, with the rate doubled for persons not on the list. Whether it is adjustable for an industrial undertaking importing for its own use is a question for your tax adviser.
Most machinery arrives through Karachi Port or Port Qasim. We quote FOB; tell us which port your clearing agent uses. Machines ship with a commercial invoice, packing list, electrical diagrams and component lists. Our importing guide covers the general paperwork.
Power supply: 400 V, 50 Hz, and load-shedding
Pakistan's grid runs at 50 Hz, with 230 V single phase and 400 V three phase supply. NEPRA's industrial tariff classes cover loads up to 25 kW at 400/230 V and 25 to 500 kW at 400 V, with larger loads supplied at 11 kV or 33 kV. Most shops are connected through K-Electric in Karachi, LESCO in Lahore or IESCO in Islamabad and Rawalpindi. Tell us the three phase voltage measured at your workshop and we wire the motors, drives and control transformer to suit. See also duct machine voltage and frequency by country.
The bigger issue is continuity. In early October 2026 the national shortfall passed 4,000 MW, with three to four hours of load-shedding in many urban and rural areas, and parts of the LESCO region were off for about one hour in every two. In practice:
- Fit a correctly sized voltage stabiliser on the supply to the duct line, so low voltage at peak times does not trip drives or upset the PLC.
- Keep the PLC and touch screen on a small UPS so programs and settings survive a cut.
- Size a standby generator for the starting current of the largest motors, not only the running load. Send us the generator rating and we will check it against the connected load of the machines you are buying.
- Summer heat in Sindh and Punjab is hard on electrical cabinets and hydraulic oil, so ventilate the cabinet area. Our power requirements guide lists typical loads.
Typical Pakistani shop set-ups and the machines that fit
Contractor shop, rectangular duct for towers and fit-outs
Rectangular duct is the core of almost every Pakistani project above, so start there. A practical first set is a Rectangular Duct Line II SBAL-II, which handles 0.5 to 2.0 mm sheet in 1250 or 1550 mm widths at up to 18 m/min, or an Auto Duct Line SBAL-III with two electrical feeding units and hydraulic notching and shearing. Add a Pittsburgh lockformer (SBLC series) for the longitudinal seams, a TDF flange forming machine for the transverse joints, and a pneumatic folder for fittings and short runs. That covers straight duct, TDF joints and simple fittings with a small crew.
Volume shop for towers, hospitals and factories
Tower and hospital packages need output and consistent quality. The Auto Duct Line SBAL-V is a U-shape line that runs from coil to finished panel for TDF, angle flange and drive cleat duct. Behind it, the Duct Zipper SBHF-1.5×1500TDF closes TDF seams on 0.8 to 1.5 mm sheet up to 1500 mm long, the auto corner making machine produces duct corners at up to 120 pieces per minute, and the pneumatic corner mounting machine inserts them. A Plasma Cutter SBPC1550 cuts fittings from nested drawings in 0.4 to 4 mm sheet, and a hydraulic folder handles heavier gauges and long bends.
Pharma and hospital work
For stainless extract and clean-area duct, the stainless duct forming machine and the Automatic Stitchwelder SB-ZF1500 cover the seams that a lock cannot. See our galvanised vs stainless comparison.
Round duct
Spiral duct suits textile mills, warehouses, car parks and industrial extract. The Spiral Tubeformer SBTF-1500 or SBTF-1602 forms round duct, and the Spiral Duct Flanging Machine SBFB-1600 turns flanges on round duct ends. For a real example, see Kavanagh Industries in Sydney, which added an SBTF-1602 in October 2026.
Labour and space
Labour in Pakistan generally costs less than in the Gulf or Australia, so the case for automation rests on consistent duct that passes consultant inspection, the speed to deliver large packages on time, and more output from the hours when the power is on. An auto duct line replaces much of the manual marking, cutting, notching and folding, so a small trained crew can supply several sites. Our auto duct line ROI guide shows how to run the numbers.
On space, the auto duct line is the longest item, with coil racks at one end and a run-out table at the other. Leave room for coil deliveries, finished duct storage, truck loading, and a separate area for the stabiliser and generator. Ask us for a layout drawing based on your building before you sign a lease. Location follows the work: Karachi for towers and the ports, Lahore and Faisalabad for Punjab's hospitals, towers and mills, and Islamabad and Rawalpindi for the capital. Our factory layout guide has worked examples.

FAQ
Which ductwork standards are used in Pakistan?
We could not find a Pakistani duct construction standard that replaces the American documents. Mechanical specifications for commercial, healthcare and factory projects in Pakistan commonly reference the SMACNA HVAC Duct Construction Standards for gauges, seams, joints, reinforcement and hangers, and ASHRAE for design. Around that sit the Building Code of Pakistan issued by the Pakistan Engineering Council (PEC), the energy provisions now revised as ECBC-2023 by NEECA, and PEC's Green Building Code of Pakistan 2023. Projects designed by British consultants may name DW/144 instead. Always build to the documents named in the project specification.
What voltage and frequency do duct machines need in Pakistan?
Pakistan's grid runs at 50 Hz. Single phase supply is 230 V and industrial three phase supply is 400 V; NEPRA's industrial tariff classes cover loads up to 25 kW at 400/230 V and 25 to 500 kW at 400 V, with larger loads supplied at 11 kV or 33 kV. Tell us the three phase voltage measured at your workshop and we wire the motors, drives and control transformer to suit.
What taxes and duties apply when importing duct machinery into Pakistan in 2026?
Expect customs duty for the exact PCT code, possibly additional customs duty and regulatory duty, sales tax at the standard rate of 18%, and income tax collected at import under section 148. The 2026-27 budget cut customs duty on 92 tariff lines and reduced or removed additional customs duty on more than 3,000 lines, and the National Tariff Policy 2025-30 is moving customs duty to four slabs of 0%, 5%, 10% and 15%. The FBR rate card for tax year 2027 lists section 148 rates of 1% to 6% for active taxpayers, doubled for persons not on the Active Taxpayers List. Duct forming machines usually fall under HS heading 8462, but the rate depends on the full code and on any Fifth Schedule concession for capital goods, so ask your clearing agent to confirm it before you budget.
How should a Pakistani duct shop deal with load-shedding?
Plan for it from the start. In early October 2026 the national shortfall passed 4,000 MW, with three to four hours of load-shedding in many areas and longer cuts in parts of the LESCO region. Put a correctly sized voltage stabiliser on the incoming supply, keep the PLC and touch screen on a small UPS, and size any standby generator for the starting current of the largest motors, not just the running load. Send us your generator rating and we will check it against the connected load of the machines you are buying.
Where is ductwork demand in Pakistan coming from in 2026?
The main sources are commercial and mixed-use towers, such as Burj Quaid in DHA City Karachi and the Central Business District in Lahore; hospitals, including the 915-bed Nawaz Sharif Institute of Cancer Treatment and Research in Lahore; pharmaceutical plants upgrading to international GMP standards; textile mills, which earned USD 17.93 billion in exports in FY2025-26; special economic zones such as Rashakai, Allama Iqbal Industrial City and Dhabeji; and a first wave of data centres in Islamabad and Karachi.
Which machines should a new Pakistani duct shop start with?
A contractor shop making rectangular duct for towers, hospitals and fit-outs usually starts with a rectangular duct line or auto duct line, a Pittsburgh lockformer, a TDF flange former and a folder. Add a duct zipper and corner machines as volume grows, a plasma table for fittings, and a spiral tubeformer when round duct becomes regular work. Send your duct sizes, gauges and monthly output and a Taokron engineer will propose a machine set within 12 hours.
