HVAC Duct Fabrication in the Philippines 2026: Market, Standards and Machines

Most Philippine ductwork is made for Metro Manila and the growth corridors around it: Cavite, Laguna and Rizal to the south and east, and Pampanga and Tarlac to the north around Clark. This guide is for duct shop owners and HVAC contractors there who are deciding whether to add capacity or automate. It covers where the demand is coming from in 2026, which codes Filipino engineers specify, import duty, VAT and incentive questions to settle before you order a machine, the 60 Hz power supply, and the machine set-ups that fit typical Philippine shops.

Why the Philippines in 2026

In a hot, humid country almost every commercial building is air conditioned, so ductwork follows construction closely. Four kinds of project matter most to duct shops this year: data centres, office towers and fit-outs for the outsourcing industry, shopping malls, and hospitals.

Data centres around Metro Manila and Clark

A BMI report published in September 2026 counts 44 data centre facilities in the Philippines with about 140 MW of live capacity, 43 MW under construction and 221 MW in the planned pipeline. Named projects include the STT GDC Fairview campus in Quezon City, planned for 124 MW of IT load at full build-out, ePLDT's 50 MW VITRO Santa Rosa site in Laguna, a prospective ePLDT campus in Cavite of at least 100 MW, and the A-FLOW ML1 campus in Laguna, designed for 36 MW. Further north, Narra Technology Park has announced a 300 MW campus in three phases on a 47-hectare site in New Clark City, Tarlac. Its developer has said the timeline may move.

White space often uses little ductwork, but electrical rooms, battery rooms, generator halls, offices and smoke extract all need sheet metal. Our data centre duct manufacturing guide covers the details.

Offices and the IT-BPM sector

The outsourcing and IT-BPM industry employed about 1.89 million people in 2025, and in September 2026 its industry association, IBPAP, previewed a 2028 roadmap that aims for up to USD 50.5 billion in revenue and 2.14 million jobs. The office market itself is mixed: Colliers reported that no new office space was completed in Metro Manila in the first half of 2026, expected about 350,000 m² of new supply in the second half, and lowered its leasing forecast after some companies postponed expansion. For a duct shop that means base-build work on new towers plus tenant fit-outs, where rectangular duct is rerouted every time a floor changes hands.

Shopping malls

The big mall operators keep building, mostly outside Metro Manila. SM Prime listed four planned new malls for 2026: SM City Zamboanga, which opened in March 2026 with more than 42,000 m² of leasable space, SM City General Trias in Cavite, SM City Tagum and SM City Santa Rosa in Laguna, a mall of about 190,000 m² gross floor area slated to open in November 2026. Malls take large rectangular supply and return systems, and food courts need heavier-gauge kitchen exhaust; see our kitchen exhaust duct guide.

Hospitals and Clark

Under the Regional Specialty Centers Act the Department of Health has more than doubled the number of specialty centres, from 98 in 2022 to 208 by mid-2026, and is still building more in the provinces. At Clark Freeport in Pampanga, the 100-bed DOH-JBL Children's Medical Center was inaugurated in July 2026 as the first phase of the Clark Multi-Specialty Medical Center, which is planned to add renal, cardiovascular and cancer centres for a total of about 1,200 beds. Operating theatres, isolation rooms and laboratories need tightly sealed, often stainless ductwork; see our cleanroom duct guide and galvanised vs stainless comparison.

Standards and codes for ductwork in the Philippines

The Philippines has its own mechanical code but no national duct construction standard that replaces SMACNA. A duct shop builds to what the mechanical specification names. A typical example is the 2026 mechanical specification for the proposed Laguna Hall of Justice in San Pablo City, published by the Supreme Court of the Philippines.

  • Philippine Mechanical Engineering Code (PMEC): the mechanical code published by the Philippine Society of Mechanical Engineers (PSME). The Laguna specification requires the work to follow "the latest requirements" of the PMEC together with the National Building Code (PD 1096) and local regulations.
  • SMACNA HVAC Duct Construction Standards: the same specification requires all duct work and material to conform to the latest SMACNA standards, with joints and bracing to SMACNA, ductwork made airtight and leaks repaired before it is concealed. See our gauge chart, SMACNA seal classes and hangers and supports guide.
  • Materials: the Laguna specification uses hot-dip galvanised steel to ASTM designations for all duct work unless noted otherwise, and calls for kitchen exhaust duct in 16 gauge galvanised steel. Check the gauge table in each specification before ordering coil.
  • Fire Code of the Philippines (RA 9514): the Laguna specification requires fire dampers where ducts pass through fire-rated walls and floors, where they enter masonry shafts and wherever the Fire Code requires them, rated 1½ hours unless noted, complying with NFPA and approved by the authorities having jurisdiction. Our fire and smoke damper guide covers how dampers sit in the duct run.
  • Seismic supports: the Philippines is an earthquake country, and hanger and bracing details on larger projects follow the structural engineer's requirements under the National Structural Code of the Philippines.
  • Client standards: data centre operators, multinational tenants and hospitals often add their own ASHRAE or NFPA references and leakage testing. Our air leakage classes guide explains what tighter classes mean for seams and sealing.

Importing duct machinery into the Philippines

  • Importer registration: the importer needs an Import Clearance Certificate from the Bureau of Internal Revenue and accreditation with the Bureau of Customs (BOC) through its Client Profile Registration System, which is renewed each year.
  • VAT: imports pay 12% VAT.
  • Customs duty: rates come from the Most Favoured Nation schedule. The Philippine simple average MFN rate was 6.0% in 2023 and 5.5% for non-agricultural goods. Metal forming machines are classified under HS heading 8462, and duty on these lines is low, with some subheadings listed at 0%. Rates differ by 8-digit line, so ask your broker to classify each machine and confirm the rate in the Tariff Commission's tariff finder. We do not quote a figure here.
  • PEZA, BOI and CREATE MORE incentives: under the CREATE Act (RA 11534) and the CREATE MORE Act (RA 12066, signed in November 2024), enterprises registered with an investment promotion agency such as PEZA or BOI can claim duty exemption and VAT exemption on imports directly attributable to their registered project or activity. PEZA Memorandum Circular 2025-052 of September 2025 lists the goods and services that count. A contractor shop that is not registered pays normal duty and VAT, so confirm your position with a tax adviser before you order.

Power supply: 60 Hz, 230 V, 400 V or 440 V

The Philippine grid runs at 60 Hz, like North America, while most of Southeast Asia runs at 50 Hz. A machine built for 50 Hz will run at the wrong speed and its motors may overheat, so check any used machine from a neighbouring country. Homes and small businesses are supplied at 230 V single phase. Three phase supplies depend on the building and its transformer: 230 V, 400 V and 254/440 V systems are all in use for commercial and industrial customers, and motors sold for the Philippine market are offered for 220 V, 380 V and 440 V at 60 Hz. Measure the three phase voltage at your workshop and tell us; we wire the motors, drives and control transformer to suit. See also duct machine voltage and frequency by country.

Typical Philippine shop set-ups and the machines that fit

Rectangular duct is the core of the Philippine market: offices, malls and data centre support areas all run on it. Start there and add round duct later.

Contractor shop, rectangular duct for fit-outs

Many Philippine HVAC installers make their own duct for fit-outs. A practical set is a Rectangular Duct Line II SBAL-II or Auto Duct Line SBAL-III, which level, bead, notch and shear the sheet straight from the coil, a Pittsburgh lockformer (SBLC series) for the longitudinal seams, a TDF flange forming machine for the transverse joints and a pneumatic folder for the bends. A duct zipper closes the duct seams quickly and evenly, and a pneumatic corner mounting machine fits TDF corners without hammering. That covers straight duct, TDF joints and simple fittings with a small crew.

Volume shop for data centres, towers and malls

Shops chasing data centre, high-rise and mall packages need output and consistent quality over thousands of square metres of duct. The Auto Duct Line SBAL-V runs from coil to finished panel with Pittsburgh lock forming and the TDF flange formed in line. An auto corner making machine keeps up with the panels, a Plasma Cutter SBPC1550 cuts fittings from nested drawings, and a hydraulic folder handles 16 gauge kitchen exhaust and long bends. Our auto duct line guide compares the lines.

Round duct

Spiral duct suits exposed ceilings, car parks, warehouses and industrial extract. The Spiral Tubeformer SBTF-1500 or SBTF-1602 forms round duct, and the Spiral Duct Flanging Machine SBFB-1600 turns flanges on round duct ends. For a real example, see Kavanagh Industries in Sydney, which added an SBTF-1602 in October 2026.

Hospital and industrial work

For stainless extract and heavier duct, the stainless duct forming machine and the Automatic Stitchwelder SB-ZF1500 cover the seams that a lock cannot.

Labour and space

Minimum wages in the Philippines are set region by region by regional wage boards, with Metro Manila at the top of the scale, so check the current rate for your region with your payroll adviser. Experienced sheet metal workers and machine operators earn more than the minimum. An auto duct line replaces much of the manual marking, cutting, notching and folding, so a small trained crew can supply several sites.

On space, the auto duct line is the longest item, with coil racks at one end and a run-out table at the other. Ask us for a layout drawing based on your building before you sign a lease, and leave room for coil deliveries, finished duct storage and truck loading. Keep galvanised coil dry and off the floor in the wet season, because white rust on stored coil is a common complaint in humid climates. Location follows the work: Cavite and Laguna for data centres, malls and industrial estates in the south, Pampanga and Tarlac for Clark and New Clark City in the north, and a site with easy truck access if you deliver into central Metro Manila, where truck movements on major roads are restricted at peak times. Our factory layout guide has worked examples.

FAQ

Which ductwork standards are used in the Philippines?

Philippine projects are built to the Philippine Mechanical Engineering Code and the National Building Code, with ductwork construction taken from the SMACNA HVAC Duct Construction Standards. Public specifications say this directly: the mechanical specification for the proposed Laguna Hall of Justice in San Pablo City requires the work to follow the Philippine Mechanical Engineering Code and the National Building Code, all ductwork to conform to the latest SMACNA standards, and fire dampers wherever ducts pass through fire-rated walls and floors as required by the Fire Code of the Philippines. International clients and data centre operators often add their own ASHRAE or NFPA references. Always build to the documents named in the project specification.

What voltage and frequency do duct machines need in the Philippines?

The Philippine grid runs at 60 Hz, unlike most of Southeast Asia, which uses 50 Hz. Homes and small businesses are supplied at 230 V single phase. Three phase supplies vary with the building and its transformer: 230 V, 400 V and 440 V systems are all in use, and motors sold for the Philippine market are offered for 220 V, 380 V and 440 V at 60 Hz. Measure the three phase voltage at your workshop and tell us; we wire the motors, drives and control transformer for it.

What taxes apply when importing duct machinery into the Philippines?

Imports pay 12% VAT, plus customs duty at the rate in the Most Favoured Nation schedule for the exact tariff line. Metal forming machines fall under HS heading 8462, and duty on these lines is low, with some subheadings listed at 0%, but you should confirm the 8-digit line in the Tariff Commission's tariff finder or with your customs broker before you budget. The importer also needs a BIR Import Clearance Certificate and Bureau of Customs accreditation through the Client Profile Registration System.

Can a duct shop import machines duty free under PEZA or CREATE MORE?

Possibly, if the company is a registered business enterprise. Under the CREATE Act (RA 11534) and the CREATE MORE Act (RA 12066, signed in November 2024), enterprises registered with an investment promotion agency such as PEZA or BOI can claim duty exemption and VAT exemption on imports that are directly attributable to their registered project or activity. PEZA Memorandum Circular 2025-052 of September 2025 explains which goods qualify. A contractor shop that is not registered pays normal duty and VAT, so check your status with a tax adviser before you order.

Where is ductwork demand in the Philippines coming from in 2026?

The main sources are data centres around Metro Manila, in Quezon City, Cavite and Laguna, with a large campus proposed at New Clark City; office towers and fit-outs for the IT-BPM sector, which employed about 1.89 million people in 2025; new and expanded shopping malls, mostly outside Metro Manila; and hospitals, including the government's specialty centre programme and the Clark Multi-Specialty Medical Center in Pampanga.

Which machines should a new Philippine duct shop start with?

A contractor shop making rectangular duct for offices, malls and fit-outs usually starts with a rectangular duct line or auto duct line, a Pittsburgh lockformer, a TDF flange former and a folder. Add a duct zipper and a corner machine as volume grows, then a spiral tubeformer when round duct becomes regular work. Send your duct sizes, gauges and monthly output and a Taokron engineer will propose a machine set within 12 hours.
