Why Azerbaijan in 2026
Four kinds of work are keeping Azerbaijani HVAC contractors busy: hotels, residences and offices in Baku, the reconstruction programme in the Karabakh and East Zangezur economic regions, new factories in the Alat Free Economic Zone, and oil and gas facilities. The overall numbers point the same way. The State Statistics Committee reported AZN 9.295 billion of fixed capital investment in January to June 2026, up 13.8% in real terms, with oil and gas investment up 34.3%. Investment in housing construction was AZN 1.298 billion, down 2.7%, so the growth is outside housing, led by oil and gas.
Baku hotels, residences and offices
In September 2026 PASHA Real Estate Group and Marriott International signed a multi-property agreement that includes an 80-room Ritz-Carlton hotel at Zagulba on the Caspian shore, 282 Ritz-Carlton branded apartments and villas next to it, and a new tower of 238 residences at The Ritz-Carlton Residences, Baku. Reconstruction in Karabakh and East Zangezur
Under the First State Program on the Great Return, towns and villages in the Karabakh and East Zangezur economic regions are being rebuilt. Progress reported in September 2026 gives a sense of the scale: the fourth and fifth residential complexes in Aghdam city and the villages of Eyvazkhanbeyli and Bash Garvand are due by the end of 2026, which will allow 8,000 people to return to Aghdam city. In Fuzuli district, work continues on Dovletyarly, a second smart village designed for 450 families, and on Pirahmadli, with 146 families planned for the first stage.
Each new settlement needs apartment blocks, schools, clinics and administrative buildings, and each of those needs ventilation ductwork. These sites are a long drive from Baku, so rectangular duct shipped flat as L-shapes and closed on site with a Pittsburgh seam saves truck volume.
Alat Free Economic Zone
The Alat Free Economic Zone sits south of Baku beside the Port of Baku at Alat. In July 2026 the Minister of Economy described it as the flagship of the country's industrial zone policy, with a zero tax rate and exemption from customs duties for companies in the zone, and said an international airport inside the zone should be operating by the middle of 2027. New residents keep arriving: in September 2026 the zone authority signed a memorandum with Ukraine's INOVEST for a EUR 20 million plant making silicon carbide, silicon oxide and silicon, with 100 jobs at the start. Event venues after COP29
Baku hosted COP29 in November 2024 at the Baku Olympic Stadium, where the Blue Zone covered more than 100,000 m² including temporary tented halls. The same stadium was the main venue for the 13th World Urban Forum, held with UN-Habitat from 17 to 22 May 2026. Large events bring short-notice work on temporary halls, hotel upgrades and conference fit-outs, where a shop that can turn out spiral duct quickly is well placed.
Standards and codes for ductwork in Azerbaijan
Azerbaijani buildings are designed to national norms with a Soviet-era inheritance, and foreign-designed projects bring international documents. Build to whatever the specification names.
- AzDTN state construction norms: published by the State Committee for Urban Planning and Architecture. The building-type norms, such as AzDTN 2.7-4 for administrative buildings and AzDTN 2.7-12 for public buildings, require heating, ventilation and air conditioning to be designed to AzDTN 2.12-2, "Heating, ventilation and air conditioning. Design norms". AzDTN 2.7-4, for example, sets an outdoor air rate of 60 m³ per hour per person for offices without natural ventilation.
- AzDTN 2.3-1, construction in seismic regions: Azerbaijan's seismic code, which replaced the former Soviet seismic code. Academic comparisons find it more conservative than Eurocode 8. For a duct shop that puts weight on hanger and bracing details; see our hangers and supports guide.
- GOST and SNiP legacy: AZSTAND, the national standards body set up in 2017, is a member of the Euro-Asian Council for Standardization, Metrology and Certification, the body behind interstate GOST standards. Expect older drawings and some designers to describe duct sizes, seams and rail joints in Soviet-era SNiP and GOST terms.
- SMACNA, EN and DW/144 on international projects: hotels, oil and gas facilities and projects designed by foreign consultants may name SMACNA, the EN duct standards or the UK's DW/144 for gauges, seams, joints and air leakage. The machine set is the same either way; what changes between standards is the gauge for each duct size, the joint spacing and the sealing.
Importing duct machinery into Azerbaijan
- VAT: imports pay VAT at the standard rate of 18%. The taxable value is the customs value plus customs duty and any other non-VAT taxes payable on import.
- Customs duty: since 2018 Azerbaijan has used a three-tier tariff of 0%, 5% and 15%. The US Commercial Service notes that raw materials and machinery are generally exempt from duty, while finished goods usually pay the top rate. Duct forming and folding machines usually fall under HS heading 8462, but the rate depends on the exact tariff line, so ask your customs broker to classify each machine before you budget.
- Incentive regimes: residents of industrial and technology parks are exempt from VAT on imported industrial and technology equipment for ten years from registration. Companies in the Alat Free Economic Zone get exemption from customs duties. Holders of an investment promotion document from the Ministry of Economy can import machinery and technological equipment free of customs duty and VAT for a fixed period. Conditions apply to each, so check with your tax adviser before you order.
- Conformity: Azerbaijan is not a member of the Eurasian Economic Union, so EAC is not the route in. AZSTAND runs national certification and its certification department is accredited to ISO/IEC 17065. We could not confirm from an official list whether duct machines need an AZS certificate, so ask your broker or AZSTAND. Power supply: 380 V three phase, 50 Hz
Azerbaijan runs at 50 Hz, with 220 V single phase for sockets and lighting and 380 V three phase for industrial equipment. Taokron machines for Azerbaijan are wired for 380 V 50 Hz three phase. Typical Azerbaijani shop set-ups and the machines that fit
Contractor shop, rectangular duct for apartments and offices
Rectangular duct is the core product for apartment blocks, offices and schools, so most contractor shops should start there. A practical set is a Rectangular Duct Line II SBAL-II or Auto Duct Line SBAL-III, which take coil to cut, beaded and notched blanks, then a Pittsburgh lockformer (SBLC series) for the longitudinal seams, a TDF flange forming machine for the transverse joints and a pneumatic folder for fittings and short runs. That covers straight duct, TDF joints and simple fittings with a small crew, and the lockformer also lets you ship duct as flat L-shapes to regional sites.
As output grows, a duct zipper (SBHF TDF) closes duct seams far faster than hand hammering, and an auto corner making machine or pneumatic corner mounting machine takes the corner pieces off the bench.
Project shop for hotels, reconstruction packages and factories
Shops supplying hotel towers, regional reconstruction packages or Alat factories need output and consistent quality over thousands of square metres. The Auto Duct Line SBAL-V is a U-shape automatic production line from coil to finished panels for TDF, angle flange or drive cleat duct, a Plasma Cutter SBPC1550 cuts fittings from nested drawings, and a hydraulic folder handles heavier gauges and long bends for plant rooms and industrial extract. Round duct
Spiral duct suits exposed ceilings, car parks, warehouses, event halls and industrial extract. The Spiral Tubeformer SBTF-1500 or SBTF-1602 forms round duct from coil, and the Spiral Duct Flanging Machine SBFB-1600 turns flanges on round duct ends. Labour and space
Azerbaijan's national minimum wage has been AZN 400 a month since January 2025 under a December 2024 presidential decree, and it was expected to stay at that level in 2026; check the current figure with your payroll adviser. Skilled sheet metal workers and machine operators earn more. An auto duct line combines the shearing, notching, beading and folding steps of manual rectangular duct, so the same output needs fewer skilled hands.
On space, the auto duct line is the longest item, with coil racks at one end and a run-out table at the other, and a spiral tubeformer needs run-out length for full duct sections. Location follows the work: Baku and the Absheron peninsula for most commercial and residential jobs, and the area towards Alat for the free zone and port.
