HVAC Duct Fabrication in Oman 2026: Market, Standards and Machines

Oman builds for a hot climate, and nearly every school, hospital, apartment block and plant room it puts up needs ducted air conditioning or ventilation. This guide is for Omani duct shop owners and HVAC contractors deciding whether to add capacity or automate. It covers where the demand is coming from in 2026, the codes consultants specify, the 5% customs duty, 5% VAT and conformity questions to settle before you import, the 50 Hz three phase supply, and the shop set-ups that fit.

Why Oman in 2026

Oman Vision 2040, the country's long-term plan to diversify away from oil, frames most of the construction that reaches duct shops. In 2026 the work comes from four directions: a new city on the edge of Muscat, a programme of new hospitals across the governorates, industrial and energy projects in the Duqm Special Economic Zone, and steady hotel and commercial building. None depends on a single event, so the demand is spread across the year and across the country.

Sultan Haitham City

Sultan Haitham City is a planned city in Seeb, Muscat Governorate, covering about 14.8 km². It is designed for about 100,000 residents in roughly 20,000 homes across 19 neighbourhoods, built in four phases from 2024 to 2045. The plans include 30 public and 9 private schools, a 1,200-bed reference hospital and 8 health centres. At the end of September 2026, Nama Electricity Distribution Company commissioned three substations with a combined 160 MVA, which supply schools in Hay Al Wafaa, street lighting and the city's district cooling network. Utility networks and roads were reported at 64%, with the first residents expected to move into Hay Al Wafaa by the end of 2026.

District cooling takes the chillers out of individual buildings, not the ductwork. Every school, apartment block, mosque and shop still needs air handling units, fan coils and ducted supply and return air, and most of that is rectangular galvanised duct.

Hospitals

A'Suwaiq Hospital in North Al Batinah opened on 7 January 2026 with 260 inpatient beds, at a cost of more than RO 75 million. The new Sultan Qaboos Hospital in Salalah, a seven-storey, 700-bed building, was reported in June 2026 to be more than 90% complete, with operations expected in the last quarter of the year. Under construction are Sumail Hospital (RO 45 million, 170 beds expandable to 300, due at the end of 2026), Al Namaa Hospital in Mudhaibi (RO 56 million, reported at 70%) and Al Falah Hospital in Jalan Bani Bu Ali (170 beds, due at the end of the third quarter of 2027). Operating theatres, isolation rooms, sterile services and laboratories need tightly sealed, often stainless ductwork; see our cleanroom duct guide and galvanised vs stainless comparison.

Duqm Special Economic Zone and hydrogen

Duqm sits on the Arabian Sea coast, about 550 km south of Muscat. In June 2026 the Public Authority for Special Economic Zones and Free Zones (OPAZ) signed 10 agreements and memorandums worth RO 2.9 billion (about USD 7.5 billion) for the zone. They include RO 1.6 billion of downstream works for phases 2 and 3 of ACME's green hydrogen project, a RO 350 million power plant, a battery materials plant, a steel structures plant and a 500-unit residential city for Jindal Steel employees.

Be realistic about hydrogen. In December 2025 the HyDuqm project of Engie and Posco was ended, and BP withdrew from its own Duqm green hydrogen project. ACME's first phase, about 100,000 tonnes a year of green ammonia with an offtake agreement with Yara, was reported in June 2026 to be due for commissioning by the end of 2026, with phases 2 and 3 targeted for 2030 and 2033. For a duct shop the useful work is in the buildings around the process plant: control rooms, substations, workshops, laboratories and staff housing, plus industrial ventilation in heavier gauges and stainless steel.

Hotels and commercial building

Tourism is a Vision 2040 priority, but expect steady rather than explosive hotel work. Cavendish Maxwell, reported by the Oman Observer in September 2026, expected about 40,800 hotel keys by the end of 2026, then 1,500 new rooms in 2027 and 1,600 in 2028, while guests at 3 to 5 star hotels fell 13% in the first half of 2026. Hotel fit-outs and refurbishments, offices, malls and warehouses around Muscat, Sohar and Salalah make up the everyday work of most Omani duct shops.

Standards and codes for ductwork in Oman

We found no Omani duct construction standard that replaces the international documents. An Omani duct shop builds to what the consultant's mechanical specification names, and the specification depends on who wrote it.

  • SMACNA HVAC Duct Construction Standards: the usual reference in American-style specifications for gauges, seams, transverse joints, reinforcement and hangers, with the SMACNA HVAC Air Duct Leakage Test Manual for testing. See our SMACNA gauge chart and hangers and supports guide.
  • ASHRAE: design teams use ASHRAE methods for cooling loads, ventilation rates and duct sizing. These drive airflows and duct sizes rather than construction details.
  • DW/144: consultants trained in British practice name the BESA DW/144 specification for sheet metal ductwork, often with DW/143 for leakage testing. The machines are the same; seam, joint and gauge tables differ. See our DW/144 guide. If a specification names both, ask the consultant which one governs before you set up the lockformer and TDF rolls.
  • Omani Standards (OS GSO): Oman adopts many GCC Standardization Organization standards as Omani Standards. The Ministry's standards store lists, for example, OS GSO 1899:2016 on standard voltages and frequencies for distribution systems. Materials such as galvanised coil are specified to whatever the project names, usually an ASTM or EN grade.
  • Fire and kitchen extract: smoke extract and kitchen exhaust ductwork follow the project's fire strategy, often in heavier gauge or welded steel. See our grease and fire-rated duct guide.

Heat makes leakage and insulation matter. Air lost from a duct in a hot ceiling void is cooling paid for twice; see air leakage classes, SMACNA seal classes and our duct insulation guide.

Importing duct machinery into Oman

  • Customs duty: as a member of the GCC customs union, Oman applies a standard customs duty of 5% on the CIF value of most goods from outside the GCC, unless a free trade agreement gives preferential treatment. Duct forming and folding machines are usually classified under HS heading 8462, but ask your customs broker to confirm the exact tariff line before you budget.
  • VAT: Oman introduced VAT at a standard rate of 5% on 16 April 2021. Import VAT is charged on the CIF value plus customs duty. A VAT-registered business can normally treat it as input tax, but confirm the treatment with your tax adviser.
  • Importer registration: the importer must be registered with the Ministry of Commerce, Industry and Investment Promotion and hold the necessary import licences.
  • Zones and exemptions: companies in the Duqm Special Economic Zone and the free zones run by OPAZ may qualify for customs and tax incentives, and licensed industrial or infrastructure projects can apply for duty exemptions on plant and machinery in some cases. Conditions apply, so check with OPAZ, the ministry or your broker before you order.
  • Conformity: the Gulf G-Mark scheme applies to listed low voltage electrical products, mainly household appliances, and is not normally required for industrial machines. We could not confirm a specific conformity certificate for duct forming machines in Oman, so ask your broker before shipment. Taokron machines are CE marked with a Declaration of Conformity and ship with English manuals, electrical diagrams and component lists.

Sohar and Salalah are Oman's main container ports, and Duqm has its own port for the special economic zone. Tell us your nearest port and workshop location when you ask for a quotation. Our importing guide covers the general paperwork.

Power supply: 240/415 V, 50 Hz

Oman's grid runs at 50 Hz, and single phase outlets are 220 to 240 V. Three phase supply is nominally 415 V, though published references range from 380 V on older installations to 400 V, and Oman has adopted the GCC standard on voltages and frequencies as OS GSO 1899:2016. Measure the three phase voltage at your workshop and tell us; we wire the motors, drives and control transformer to suit. Tell us your peak summer workshop temperature too, and we check cabinet cooling, hydraulic oil cooling and motor ratings. See also duct machine voltage and frequency by country and duct machine power requirements.

Typical Omani shop set-ups and the machines that fit

Contractor shop, rectangular duct for schools, villas and fit-outs

Rectangular duct is the bulk of the work for most Omani contractor shops, and many HVAC contractors make their own. The core of a practical set is a Rectangular Duct Line II SBAL-II or Auto Duct Line SBAL-III, which takes coil through levelling, beading, notching and cutting. Add a Pittsburgh lockformer (SBLC series) for longitudinal seams, a TDF flange forming machine for transverse joints, a duct zipper to close seams quickly, a pneumatic folder for bends and a pneumatic corner inserting machine for TDF corners. That covers straight duct and simple fittings with a small crew.

Volume shop for Sultan Haitham City, hospitals and industrial packages

Shops supplying a new city, a hospital or a Duqm package need output and repeatable quality. The Auto Duct Line SBAL-V is a U-shape automatic line built for high-volume rectangular duct with TDF, angle flange or drive cleat ends, a Plasma Cutter SBPC1550 cuts fittings from nested drawings, a hydraulic folder handles heavier gauges and long bends, and an auto corner making machine keeps up with the line. For large ducts, see our gauge chart and TDF vs angle flange guide. Our SBAL-V vs SBAL-III comparison helps you choose a line.

Round and spiral duct

Spiral duct suits exposed ceilings, car parks, warehouses and industrial extract. The Spiral Tubeformer SBTF-1500 or SBTF-1602 forms round duct, and the Spiral Duct Flanging Machine SBFB-1600 turns flanges on round duct ends. For a real example, see Kavanagh Industries in Sydney, which added an SBTF-1602 in October 2026.

Hospital and industrial work

For stainless extract, laboratory exhaust and heavier duct for plant rooms, the stainless duct forming machine and the Automatic Stitchwelder SB-ZF1500 cover the seams that a lock cannot. Roof and plant-area ducts in direct sun are often insulated, clad or double-wall; see our double-wall duct guide.

Labour and space

Oman's Omanisation programme, running since the late 1990s, sets targets for employing Omani nationals in the private sector, while expatriate workers still fill many skilled trade jobs. Recruiting, permits and housing for each sheet metal worker add cost, and new Omani staff need training. An auto duct line replaces much of the manual marking, cutting, notching and folding, so a small, trained crew can supply several sites.

On space, the auto duct line is the longest item, with coil racks at one end and a run-out table at the other. Ask us for a layout drawing based on your building before you sign a lease, and leave room for coil deliveries, finished duct storage and truck loading. Location follows the work: the Muscat area for Sultan Haitham City and the capital's hospitals and hotels, Sohar for the Batinah coast, Salalah for Dhofar and Duqm for the zone. Plan for summer too: shaded loading, ventilation and cooled control cabinets help operators and machines. Our factory layout guide has worked examples.

FAQ

Which ductwork standards are used in Oman?

We found no Omani duct construction standard that replaces the international documents. Sheet metal ductwork is built to whatever the consultant's mechanical specification names, which is often the SMACNA HVAC Duct Construction Standards for gauges, seams, joints, reinforcement and hangers, with ASHRAE methods used for design. Consultants trained in British practice name the BESA DW/144 specification instead, often with DW/143 for leakage testing. Oman also adopts many GCC Standardization Organization standards as Omani Standards (OS GSO). Always build to the documents named in the project specification.

What voltage and frequency do duct machines need in Oman?

Oman's grid runs at 50 Hz. Single phase outlets are 220 to 240 V, and three phase supply is nominally 415 V, though published references range from 380 V on older installations to 400 V. Measure the three phase voltage at your workshop and tell us, and we wire the motors, drives and control transformer to suit.

What import duty and taxes apply to duct machinery in Oman?

Oman applies the GCC standard customs duty of 5% on the CIF value of most goods from outside the GCC, unless a free trade agreement gives preferential treatment. Duct forming and folding machines usually fall under HS heading 8462, but ask your customs broker to confirm the exact tariff line. VAT at 5% has applied since 16 April 2021, and import VAT is charged on the CIF value plus duty. Companies in the Duqm Special Economic Zone or the free zones, and some licensed industrial projects, may qualify for customs relief, subject to conditions.

Do duct machines need G-Mark or other certification in Oman?

The Gulf G-Mark scheme applies to listed low voltage electrical products, mainly household appliances, and is not normally required for industrial machines. We could not confirm a specific conformity certificate for duct forming machines in Oman, so ask your customs broker before the machine ships. Taokron machines are CE marked with a Declaration of Conformity and come with English manuals, electrical diagrams and component lists.

Where is ductwork demand in Oman coming from in 2026?

The main sources are Sultan Haitham City in Seeb, planned for about 100,000 residents with its first residents expected by the end of 2026; new hospitals such as the 700-bed Sultan Qaboos Hospital in Salalah and hospitals under construction in Sumail, Mudhaibi and Jalan Bani Bu Ali; industrial, power and hydrogen-related projects in the Duqm Special Economic Zone, where agreements worth RO 2.9 billion were signed in June 2026; and hotel, office and commercial building around Muscat, Sohar and Salalah.

Which machines should a new Omani duct shop start with?

A contractor shop making rectangular duct for schools, villas and fit-outs usually starts with a rectangular duct line or auto duct line, a Pittsburgh lockformer, a TDF flange former, a duct zipper and a folder. Add a plasma table for fittings, and a spiral tubeformer when round duct becomes regular work. Send your duct sizes, gauges and monthly output and a Taokron engineer will propose a machine set within 12 hours.
