HVAC Duct Fabrication in Algeria 2026: Market, Standards and Machines

Algeria's ductwork market follows public spending and industrial investment around three poles: Algiers and its new towns, Oran and the western industrial zones, and Constantine in the east. This guide is for duct shop owners and HVAC contractors in Algeria who are deciding whether to add capacity or automate. It covers where the ductwork demand comes from in 2026, which standards Algerian specifications call up, the import rules to settle before you order a machine, the 230/400 V 50 Hz supply, and the machine set-ups that fit typical Algerian shops. If you are visiting Mega Clima Algeria in November, you can go through it with our engineers at the show.

Why Algeria in 2026

Three kinds of programme are keeping Algerian HVAC contractors busy: state housing, new public hospitals, and industrial plants built under the push for local production. Most of it is publicly funded, so it moves with budgets and tender rounds.

Housing: the AADL 3 programme

The national housing agency AADL is building its third rent-to-own programme, AADL 3. In May 2026 the agency reported that work had effectively started on 146,640 homes, 73% of the 200,000-unit first part of the programme, according to the state news agency APS.

Be realistic about what this means for a duct shop. Algerian apartments are usually cooled by individual split units, so the flats themselves need little sheet metal ductwork. The volume sits around them: car park ventilation and smoke extract in larger blocks, kitchen and bathroom extract where mechanical ventilation is specified, and the schools, health centres, shops and offices built in each new district.

Public hospitals

  • Constantine: on 20 November 2025 President Tebboune launched work on a 500-bed university hospital (CHU) in the Zouaghi district, with public investment of about DZD 9.9 billion and a 28-month schedule. The public group Cosider is building it.
  • Tizi Ouzou: a 500-bed CHU was reported 60% complete in March 2026, with delivery expected before the end of 2026 if the pace of work holds.
  • Algiers: the 300-bed Algerian-German-Qatari hospital at Sidi Abdallah, a partnership between Qatar's Apex Health and Algeria's national investment fund (FNI), was reported in June 2026 to be on schedule for opening in July 2027.

Hospitals are the most duct-intensive public buildings. Operating theatres, intensive care, isolation rooms and laboratories need tightly sealed, insulated and sometimes stainless ductwork, with fire and smoke dampers at every compartment wall. See our cleanroom duct guide and air leakage classes guide.

Industry around Oran and beyond

The Stellantis plant at Tafraoui, near Oran, built about 53,000 vehicles in 2025. Stellantis targets 90,000 in 2026 and 135,000 in 2028 and says that will need more production capacity and more local suppliers, according to the market analyst Inovev. Paint shops, welding fume extraction and process ventilation all need heavier-gauge and sometimes welded ductwork, and supplier plants follow the main plant. In pharmaceuticals, the public group Saidal announced new production units in Ouled Djellal, Ouargla and Tamanrasset in November 2025; clean production areas need sealed duct systems built to a stated leakage class.

Standards and codes for ductwork in Algeria

We could not find an Algerian duct construction standard that replaces the European documents. Algerian specifications, including the CCTP (technical specification) in public tenders, are usually written in French by design offices that follow French and European practice. In practice an Algerian duct shop builds to whatever the specification names.

  • EN 1505 and EN 1506: dimensions of rectangular and circular sheet metal ducts and fittings.
  • EN 1507 and EN 12237: strength and air leakage of rectangular and circular sheet metal ducts. Specifications often cite the French NF EN editions. The leakage class decides your seam, joint and sealing method; see our gauge chart for sheet thickness.
  • French DTU: NF DTU 68.3 covers the design, installation and commissioning of mechanical ventilation in residential buildings, which is relevant to housing extract networks. Our France duct fabrication guide explains how French documents are used.
  • NA standards (IANOR): the Algerian standards institute IANOR publishes Normes Algériennes, many adopted from EN or ISO, and its catalogue lists the source document for each one. We could not confirm NA editions of the duct standards above, so check the IANOR catalogue if your client asks for an NA reference.
  • DTR C 3-2 and DTR C 3-4: Algeria's thermal regulation for buildings, covering winter heat losses and summer heat gains. They drive heating and cooling loads, and so airflows and duct sizes, rather than duct construction.
  • RPA seismic rules: northern Algeria is seismic, and the Règles Parasismiques Algériennes (RPA 99, version 2003, now being replaced by a 2024 edition) include provisions for non-structural elements. On hospitals and large buildings expect seismic hanger and bracing details; check which edition the project applies. Our hangers and supports guide covers the basics.
  • SMACNA: some international and industrial clients write to SMACNA. If a job mixes SMACNA gauges and EN tables, confirm which governs before you cut metal.

Importing duct machinery into Algeria

Algeria's import rules changed several times in 2025 and 2026, so take this checklist to your bank and customs broker.

  • TVA: the standard rate is 19%, with a reduced rate of 9% for listed items.
  • Customs duty: Algeria's duty bands are 0%, 5%, 15%, 30% and 60%, and a provisional safeguard duty (DAPS) applies to a published list of products. Duct forming and folding machines are usually classified under HS heading 8462, but the rate depends on the full tariff line and the origin of the machine, so ask your transitaire to confirm it. We do not quote a figure here.
  • Import forecast programme (PPI): since July 2025 companies importing goods to run or equip their business have had to file a programme prévisionnel d'importation on the Ministry of Foreign Trade platform. The validated PPI is needed to domicile the import with your bank and to clear the goods. It was renewed for 2026 in half-year windows, with separate equipment programmes; the window for the second half of 2026 was open from 23 June to 31 July 2026. Ask when the next window opens and include the machine before you sign.
  • Bank domiciliation and payment: the import is domiciled with your Algerian bank, and without a valid PPI banks may not open a letter of credit or pay the supplier. Algerian businesses report that an import takes four to five months from supplier consultation to customs clearance, before PPI validation, so plan early.
  • Investment incentives: under the 2022 investment law, a project registered with the investment agency AAPI can qualify for customs duty exemption and TVA franchise on goods imported directly for the investment during the build phase. Conditions and excluded activities apply, so check with AAPI or your adviser.

Algeria's main container ports include Algiers, Oran, Béjaïa and Annaba. Tell us the port nearest your workshop when you request a quotation. Taokron machines are CE marked with a Declaration of Conformity and ship with electrical diagrams and component lists. Our importing guide covers the general paperwork.

Power supply: 230/400 V, 50 Hz

Algeria uses 230 V single phase and 400 V three phase at 50 Hz, with type C and F sockets. That matches the standard build of Taokron machines, so no frequency conversion is needed. Measure the three phase voltage at your workshop and tell us; we confirm the motors, drives and control transformer before shipment, and a voltage stabiliser is worth considering if your supply dips at peak hours. Algerian summers are hot, especially inland, so ask us about hydraulic oil cooling and electrical cabinet ventilation for an unshaded workshop. See duct machine voltage and frequency by country and power requirements.

Typical Algerian shop set-ups and the machines that fit

Contractor shop, rectangular duct for housing and public buildings

Most Algerian duct work is rectangular, and many HVAC installers still mark, cut and fold it by hand. A practical first set is a Rectangular Duct Line II SBAL-II or Auto Duct Line SBAL-III, which feed, notch, shear and form from coil, plus a Pittsburgh lockformer (SBLC series), a TDF flange forming machine and a pneumatic folder. Add a Duct Zipper SBHF to close Pittsburgh seams on TDF duct, and a pneumatic corner mounting machine to fit TDF corners. That covers straight duct, TDF joints and simple fittings with a small crew.

Volume shop for hospitals and industrial packages

Shops bidding for CHU or factory packages need output and consistent quality to meet tender deadlines. The Auto Duct Line SBAL-V is a U-shape line from coil to finished panel with TDF, angle flange or drive cleat options. Pair it with an auto corner making machine, a Plasma Cutter SBPC1550 for fittings cut from nested drawings, a hydraulic folder for heavier gauges and long bends, and a TDF metal bending machine for fitting work.

Round duct

Spiral duct suits car parks, warehouses, exposed ceilings and industrial extract. The Spiral Tubeformer SBTF-1500 or SBTF-1602 forms round duct, and the Spiral Duct Flanging Machine SBFB-1600 turns flanges on round duct ends. For a real example, see Kavanagh Industries in Sydney, which added an SBTF-1602 in October 2026.

Hospital and industrial specials

For stainless extract and heavier round duct, the stainless duct forming machine and the Automatic Stitchwelder SB-ZF1500 cover the seams that a lock cannot.

Labour and space

Algeria's national minimum wage (SNMG) rose from DZD 20,000 to DZD 24,000 a month from 1 January 2026 under presidential decree 26-01. Skilled sheet metal workers and operators earn more. With wages low by European standards, the case for an auto duct line in Algeria rests less on cutting headcount and more on steady quality, output for tender deadlines, and not depending on a few experienced folders.

On space, the auto duct line is the longest item, with coil racks at one end and a run-out table at the other. Ask us for a layout drawing based on your building before you sign a lease, and leave room for coil deliveries, finished duct storage and truck loading. Location follows the work: around Algiers for the capital region, Oran for the western industrial zones, and Constantine for the east. Our factory layout guide has worked examples.

FAQ

Which ductwork standards are used in Algeria?

We could not find an Algerian duct construction standard that replaces the European documents. Algerian specifications are usually written in French by design offices that follow French and European practice, so sheet metal ductwork is commonly built to EN 1505 and EN 1506 for dimensions and EN 1507 and EN 12237 for strength and air leakage, often cited in their NF EN editions. French DTU documents such as NF DTU 68.3 appear for residential mechanical ventilation. Algerian rules sit around that: the DTR C 3-2 and DTR C 3-4 thermal regulation documents, the RPA seismic rules for non-structural elements such as hangers and bracing, and Algerian NA standards published by IANOR, many of which are adopted from EN or ISO. Always build to the documents named in the project specification.

What voltage and frequency do duct machines need in Algeria?

Algeria uses 230 V single phase and 400 V three phase at 50 Hz. That matches the standard build of Taokron machines, so no frequency conversion is needed. Measure the three phase voltage at your workshop and tell us, and we confirm the motors, drives and control transformer before the machine ships.

What taxes apply when importing duct machinery into Algeria?

Imports pay TVA at the standard rate of 19%, plus customs duty for the exact tariff line. Algeria's duty bands are 0%, 5%, 15%, 30% and 60%, and a provisional safeguard duty (DAPS) applies to a published list of products. Duct forming and folding machines usually fall under HS heading 8462, but the rate depends on the full tariff line and the origin of the machine, so ask your customs broker (transitaire) to confirm it before you budget. A project registered with the investment agency AAPI can qualify for customs duty exemption and TVA franchise on equipment imported for that investment.

Do I need an import forecast programme (PPI) to import a duct machine?

Since July 2025 Algerian companies importing goods to run or equip their business have had to file a programme prévisionnel d'importation (PPI) on the Ministry of Foreign Trade platform. The validated PPI is needed to domicile the import with your bank and to clear the goods through customs. It was renewed for 2026 in half-year windows, with separate equipment programmes, and the window for the second half of 2026 was open from 23 June to 31 July 2026. Ask your bank and the ministry when the next window opens and include the machine in your equipment programme before you sign a contract.

Where is ductwork demand in Algeria coming from in 2026?

The main sources are the AADL 3 public housing programme, where work had started on 146,640 homes by May 2026; new public hospitals, such as the 500-bed university hospital launched in Constantine in November 2025, the 500-bed hospital at Tizi Ouzou and the Algerian-German-Qatari hospital at Sidi Abdallah in Algiers; and industrial plants such as the Stellantis car plant at Tafraoui near Oran and new pharmaceutical units.

Will Taokron be at Mega Clima Algeria 2026?

Yes. Taokron exhibits at Mega Clima Algeria 2026 at the SAFEX Expo Center (Palais des Expositions) in Algiers from 16 to 19 November 2026, with 30-minute private engineering consultations across all four show days. Register on the Taokron Mega Clima page to receive the stand number by email and book a slot.

Which machines should a new Algerian duct shop start with?

A contractor shop making rectangular duct for housing and public buildings usually starts with a rectangular duct line or auto duct line, a Pittsburgh lockformer, a TDF flange former and a folder, then adds a duct zipper and corner equipment as volume grows. Add a spiral tubeformer when round duct becomes regular work, and a plasma table when fittings volume grows. Send your duct sizes, gauges and monthly output and a Taokron engineer will propose a machine set within 12 hours.
