HVAC Duct Fabrication in Angola 2026: Market, Standards and Machines

Most of Angola's ductwork is made and installed in greater Luanda, with a second centre of activity in Benguela and Lobito and specialist work around the oil and gas sites of Soyo and Cabinda. This guide for Angolan duct shop owners and HVAC contractors covers where the demand is coming from in 2026, the Portuguese, European and American documents Angolan specifications draw on, customs duty, IVA and the loading certificate, the 50 Hz power supply, and the machine set-ups that fit.

Why Angola in 2026

Angola's economy is still led by oil, but growth is now coming from outside it. Focus Economics, reporting national accounts data, said GDP grew 5.3% year on year in the first quarter of 2026, with oil GDP down 0.2% and non-oil GDP up 6.7%. Full-year forecasts range from 2.3% (IMF, May 2026) to the 4.2% assumed in the government's budget. For a duct shop, the work falls into four groups.

Luanda commercial and residential building

Luanda is where most offices, hotels, shopping centres and apartment buildings are built, and most of that work uses rectangular duct. Mixed-use towers have been developed around the Baía de Luanda and in Talatona; the Orizon Tower on the bay, for example, was put on sale in 2024 as a 26-storey building with three office floors and 82 apartments, built by Omatapalo. The new Dr. António Agostinho Neto International Airport in Icolo e Bengo opened to passenger flights in November 2024 and has taken over international flights in stages since 2025, with Royal Air Maroc, Turkish Airlines and ASKY moving there in February 2026.

Hospitals

Health building has been one of the most active public programmes. The Pedro Maria Tonha "Pedalé" hospital complex in Morro Bento, Luanda, about 144 beds for oncology, radiotherapy and neurosurgery, opened in September 2025 after 13 years of construction. On 1 August 2026 a national burns and wound care hospital named after Julius Nyerere opened in Kilamba with 252 beds, 66 of them critical care. The new Luanda Military Hospital at Grafanil, 144 beds, was reported at 57.87% physical progress in June 2026 with completion targeted for March 2027. Operating theatres, isolation rooms, laboratories and radiotherapy areas need tightly sealed duct; see our cleanroom duct guide and galvanised vs stainless comparison.

Oil, gas and refining

In March 2026 Azule Energy and the New Gas Consortium started supplying gas from the Quiluma field through a new onshore processing plant in Soyo, Zaire province, rated at 400 million cubic feet of gas and 20,000 barrels of condensate a day and built by Saipem under an EPC contract. In Cabinda, Gemcorp announced the formal start of phase 1 operations at the 30,000 barrel a day Cabinda refinery in 2026, with a final investment decision on a 60,000 barrel a day phase 2 targeted for the end of the year. Control rooms, substations, laboratories, workshops and accommodation on sites like these need ventilation, pressurisation and air conditioning, often in stainless or heavier gauge galvanised steel.

Data centres

Raxio opened a Tier III data centre in Cacuaco, Luanda province, in October 2025 with up to 3 MW of IT power and plans to grow beyond 7 MW within five years. Data halls often use room or in-row cooling with little duct, but electrical rooms, offices and smoke extract still need sheet metal; our data centre duct guide covers this.

Benguela, Lobito and the Lobito Corridor

The Lobito Corridor links the port of Lobito to the copper and cobalt mines of the DRC and Zambia. Lobito Atlantic Railway, owned by Trafigura, Mota-Engil and Vecturis, holds a 30-year concession for the Benguela Railway from Lobito to Luau on the DRC border, about 1,300 km. In December 2025 it signed USD 753 million of loans, USD 553 million from the US DFC and USD 200 million from the Development Bank of Southern Africa, to upgrade track, workshops, signalling and rolling stock, with the aim of raising capacity to 4.6 million tonnes a year.

For a duct shop this is a long-term driver rather than a single order: rail workshops, port buildings, warehouses and offices in Benguela province all need ventilation. Lobito is also a second sea gateway, so a shop in Benguela can receive machines and coil without trucking them from Luanda.

Standards and codes for ductwork in Angola

Angola has no national duct construction code. A duct shop builds to whatever the project specification (caderno de encargos) names, and that depends on who designed the building.

  • Angolan standards (NA): Angolan standards were prepared by IANORQ, which in 2021 was merged with the national accreditation institute into a single quality infrastructure institute. They do not cover duct construction in detail.
  • Portuguese and European practice: specifications are written in Portuguese, and Portuguese engineering and construction firms have a long presence in Angolan construction. Where a specification goes into duct details, the usual European references are EN 1505 and EN 1506 for rectangular and circular dimensions and EN 1507 and EN 12237 for strength and air leakage, which Portugal publishes as NP EN standards. The leakage class decides your seam, joint and sealing method; see our air leakage classes guide.
  • SMACNA: US-designed buildings and many international oil and gas operators and EPC contractors work to American or company engineering specifications, and these may call up the SMACNA HVAC Duct Construction Standards for gauges, seams and reinforcement. If a job switches between SMACNA gauges and EN tables, confirm which governs before you cut metal. Our gauge chart compares the two.
  • Fire safety: Presidential Decree 195/11 sets the legal regime for fire safety in buildings. It drives fire dampers, smoke extract and duct penetrations; see fire and smoke damper integration.

Luanda's coastal climate is hot and humid for much of the year, so insulation and vapour sealing on supply duct deserve attention; see our duct insulation guide.

Importing duct machinery into Angola

  • Customs duty: the customs tariff approved by Presidential Legislative Decree 1/24 has applied since April 2024 and uses the 2022 Harmonized System. Rates run from 2% to 55%, and the 2025 and 2026 budget laws amended it again. Duct forming and folding machines usually fall under HS heading 8462, but the rate depends on the full tariff line, so ask your despachante oficial to classify the machine and confirm it before you budget.
  • 2026 budget change: from January 2026 the AGT applies a minimum 5% duty to manufacturing industry imports that used to enter at 0% under an exclusivity declaration. Check whether this affects your machine.
  • Customs fee: a general customs fee (emolumentos gerais aduaneiros) of 2% of the customs value.
  • IVA: the general rate is 14%, charged on the duty-paid value. The IVA code allows a reduced 5% rate on imports of industrial equipment, but only on request and with AGT approval of the equipment's industrial use. Apply before the machine arrives.
  • Loading certificate: sea shipments to Angola need a loading certificate (CNCA certificate, now endorsed through ARCCLA), issued through an agent in the country of loading and validated before the vessel arrives. The shipper or forwarder normally arranges it; confirm who handles it on your shipment, because your despachante will need it at clearance.
  • Incentives: private investment projects and some public works can qualify for duty exemptions. Confirm with an adviser before you order.

Luanda is the main container port and Lobito the second. Tell us the port nearest your workshop when you request a quotation. Our importing guide covers the general paperwork.

Power supply: 220 V single phase, three phase at 50 Hz

Angola runs at 50 Hz, with 220 V single phase supply. Reference tables list 400 V for three phase, and much existing equipment and many specifications still say 380 V, so measure the three phase voltage at your workshop and tell us; we wire the motors, drives and control transformer to suit. Have your electrician check connection capacity with ENDE, the distribution company, before the machines arrive. If you run on a generator or see frequent interruptions, size the generator for motor starting loads and protect PLC-controlled lines. See also duct machine voltage and frequency by country.

Typical Angolan shop set-ups and the machines that fit

Contractor shop, rectangular duct for offices, hotels and apartments

Most Luanda HVAC work is rectangular duct, and many installers make their own in a small workshop. A practical set is a Rectangular Duct Line II SBAL-II, which handles 0.5 to 2.0 mm sheet in 1,250 or 1,550 mm widths, or an Auto Duct Line SBAL-III with two electrical feeding units and hydraulic notching and shearing. Add a Pittsburgh lockformer (SBLC series) for longitudinal seams, a TDF flange forming machine for transverse joints and a pneumatic folder for simple fittings.

Volume shop for towers, hospitals and the airport district

Shops chasing tower and hospital packages need output and consistent quality over thousands of square metres. The Auto Duct Line SBAL-V is a U-shape line from coil to finished panel for TDF, angle flange and drive cleat duct. Pair it with a Duct Zipper SBHF-1.5×1500TDF to close seams automatically, an auto corner making machine and a pneumatic corner inserting machine for TDF corners, a Plasma Cutter SBPC1550 to cut fittings from nested drawings, and a hydraulic folder for heavier gauges and long bends. Hospital work to tight leakage classes rewards this consistency.

Oil, gas and industrial work

Plant buildings and process ventilation call for heavier gauges, stainless steel and welded seams. A hydraulic folder and the plasma table cover the rectangular side; the stainless duct forming machine and the Automatic Stitchwelder SB-ZF1500 cover the seams that a lock cannot.

Round duct

Spiral duct suits exposed ceilings, car parks, warehouses and industrial extract. The Spiral Tubeformer SBTF-1500 or SBTF-1602 forms round duct, and the Spiral Duct Flanging Machine SBFB-1600 turns flanges on round duct ends. For a real example, see Kavanagh Industries in Sydney, which added an SBTF-1602 in October 2026.

Labour and space

Angola's national minimum wage rose to 100,000 kwanzas a month from September 2025, with 50,000 kwanzas for micro-enterprises and start-ups. Wage talks were still going on in 2026, so check the current position with your payroll adviser. Skilled operators earn more. An auto duct line replaces much of the manual marking, cutting, notching and folding, so a small crew can supply several sites and keep quality steady.

On space, the auto duct line is the longest item, with coil racks at one end and a run-out table at the other. Ask us for a layout drawing based on your building before you sign a lease, and leave room for coil deliveries, finished duct storage and truck loading. Luanda traffic is heavy, so a site with easy access to the city centre, Talatona and the roads toward Icolo e Bengo saves delivery time. Our factory layout guide has worked examples.

FAQ

Which ductwork standards are used in Angola?

There is no Angolan duct construction code. Specifications are written in Portuguese and follow whoever designed the project. Projects designed in the Portuguese and European tradition cite EN 1505 and EN 1506 for rectangular and circular duct dimensions and EN 1507 and EN 12237 for strength and air leakage, which Portugal publishes as NP EN standards. US-designed buildings and many international oil and gas operators and EPC contractors work to American or company specifications, which may call up the SMACNA HVAC Duct Construction Standards. Fire safety in buildings is governed by Presidential Decree 195/11. Always build to the documents named in the project specification.

What voltage and frequency do duct machines need in Angola?

Angola runs at 50 Hz with 220 V single phase supply. Reference tables list 400 V for three phase, and many existing installations and specifications still say 380 V. Tell us the three phase voltage measured at your workshop when you ask for a quotation, and we wire the motors, drives and control transformer to suit.

What taxes apply when importing duct machinery into Angola?

Customs duty under the tariff in force since April 2024 runs from 2% to 55% depending on the tariff line, and since January 2026 a minimum 5% duty applies to manufacturing industry imports that previously entered at 0% under an exclusivity declaration. Duct forming and folding machines usually fall under HS heading 8462, so ask your despachante oficial to confirm the exact line and rate. A 2% general customs fee applies, and IVA is charged at 14% on the duty-paid value. A reduced 5% IVA rate is available for imported industrial equipment, but only on request and with AGT approval.

Do I need a loading certificate to ship a machine to Angola?

Yes. Sea shipments to Angolan ports need a loading certificate, known as the CNCA certificate and now endorsed through ARCCLA. It is issued through an authorised agent in the country of loading and must be validated before the vessel arrives, or extra charges apply. The shipper or forwarder normally arranges it, and your despachante will need it at clearance.

Where is ductwork demand in Angola coming from in 2026?

The main sources are commercial and residential building in Luanda, including mixed-use towers around the Baía de Luanda and Talatona and development around the new international airport in Icolo e Bengo; hospitals such as the Pedalé complex, the Nyerere burns hospital in Kilamba and the Luanda Military Hospital under construction at Grafanil; oil, gas and refining sites such as the onshore gas plant in Soyo and the Cabinda refinery; data centres such as Raxio in Cacuaco; and longer-term investment in Benguela and Lobito linked to the Lobito Corridor railway.

Which machines should a new Angolan duct shop start with?

A contractor shop making rectangular duct for offices, hotels and apartments usually starts with a rectangular duct line or auto duct line, a Pittsburgh lockformer, a TDF flange former and a folder. Add a duct zipper, corner machines and a plasma table as volume grows, or go straight to an SBAL-V line for large packages. Add a spiral tubeformer when round duct becomes regular work, and stainless and welding equipment for oil and gas jobs. Send your duct sizes, gauges and monthly output and a Taokron engineer will propose a machine set within 12 hours.
